The first step is to register as an author. If you already have a username and password, you do not need to register.
The next step is to log in at the start page with your username and password. This brings up a page containing a number of links. To submit a paper to the IEEE Transactions on CAD, follow the link marked Submit a Paper to TCAD.
After filling out the Submit Paper form, you will be asked to verify the information you entered. You will also be prompted for the name of a postscript or pdf file containing your manuscript. It will then be transfered to the server.
Wait until the system indicates that the submission process is complete; this may take up to a minute. Then go back to the start page and log in using your username and password. Click on the links named Check Review Status and Retrieve/Update Contact Information to make sure that the submission was completed successfully.
It takes about three months to reach a decision about a paper. You will be informed about the decision via e-mail. In the meantime, you are welcome to use the Check Review Status form to check on the review status of your paper. To do this, you will first have to log in at the start page with your username and password.
